New York City Mayor Eric Adams is facing his fifth lawsuit in two weeks from former high-ranking NYPD officials, with the latest filing by former interim NYPD Commissioner Thomas Donlon alleging that Adams and other top police officials orchestrated a “criminal enterprise” within the department.

Donlon’s federal suit, filed Wednesday, claims widespread corruption condoned by City Hall, adding to a growing chorus of accusations from former officials who allege they were ousted for speaking out.

The lawsuit by Donlon, who previously held senior executive roles at the FBI, asserts that top NYPD members engaged in fabricated promotions, retaliated against colleagues, obstructed internal investigations, and leveraged their power to undermine his authority; all under the alleged protection of Mayor Adams.

Donlon is seeking the appointment of a federal monitor to oversee the department to “ensure compliance with law and prevent further abuse.”

City Hall spokesperson Kayla Mamelak Altus swiftly dismissed the allegations, stating, “These are baseless accusations from a disgruntled former employee who — when given the opportunity to lead the greatest police department in the world — proved himself to be ineffective. This suit is nothing more than an attempt to seek compensation at the taxpayer’s expense after Mr. Donlon was rightfully removed from the role of interim police commissioner.”

Donlon’s brief tenure as interim police commissioner, which lasted less than two months, followed the stepping down of Edward Caban amidst his own investigation.

This lawsuit follows four similar filings last week by other former top NYPD officials, including former Chief of Detectives James Essig, all making comparable claims of unqualified individuals being funneled into high-profile units due to their connections, and subsequent retaliation and forced departures when they objected.

These corruption allegations mark the latest challenge for Mayor Adams, who is currently seeking re-election as an independent candidate after federal corruption charges against him were dismissed earlier this year.
