Full Details on Ceasefire Proposal: 60-Day Truce with Hostage Release and Trump’s Guarantees

Exact details of a comprehensive Egyptian-Qatari proposal outlining a 60-day ceasefire between Israel and Hamas terrorists were revealed Friday. The plan includes the release of both living and murdered hostages, along with a renewed deployment of IDF forces within Gaza, but not for offensive purposes. During this period, negotiations will focus on a full Israeli withdrawal and permanent arrangements for the Strip.
President Donald Trump offered a guarantee to Hamas that Israel will cease military operations during the truce. A mediator involved in the talks expressed optimism to Channel 12, stating, “I am hopeful that we will hear good news tonight.”
Saudi Al-Majla magazine has published the full text of the proposed 60-day ceasefire, which includes the phased release of hostages, substantial humanitarian aid transfers, and a partial withdrawal of the IDF. Negotiations for a permanent ceasefire will occur during this period, culminating in the release of all Israeli hostages.
According to a report from the Saudi Al-Hadath channel, which remains unconfirmed by other sources, Hamas is expected to announce its response to the ceasefire proposal at a press conference Friday at 8:00 PM.
Hostage Release Schedule: A total of 10 live hostages and 18 deceased will be released according to the following schedule:
- Day 1: Release of 8 live hostages.
- Day 7: Repatriation of 5 deceased hostages.
- Day 30: Repatriation of 5 deceased hostages.
- Day 50: Release of 2 live hostages.
- Day 60: Repatriation of 8 deceased hostages.
Humanitarian Aid: Humanitarian aid will be transferred to the Gaza Strip immediately upon Hamas’s agreement to the ceasefire. This aid will be distributed through agreed channels, including the UN and the Red Crescent, in large quantities and according to need, in line with the agreement of January 19, 2025, on humanitarian assistance.
IDF Operations and Redeployment: All offensive Israeli military operations in the Gaza Strip will cease when the agreement takes effect. During the ceasefire, aerial activity (military and intelligence) over Gaza will also halt for 10 hours daily, extending to 12 hours on days when hostages are released.
Redeployment of Forces:
- Day 1: Following the release of 8 live Israeli hostages, redeployment will occur in northern Gaza and on the Netzarim Highway, based on pre-agreed maps and in accordance with humanitarian aid provisions.
- Day 7: After the handover of 5 Israeli hostages, redeployment will take place in southern Gaza, also based on pre-agreed maps and in accordance with humanitarian aid provisions.
Technical teams will work to finalize the borders for redeployment through expedited negotiations.
Negotiations for a Permanent Ceasefire:
On the first day of the ceasefire, negotiations will commence under the auspices of guarantor mediators to establish arrangements for a permanent ceasefire. These discussions will cover:
- The principles and conditions for releasing all remaining Israeli hostages in exchange for an agreed number of Palestinian prisoners.
- Issues related to the redeployment and withdrawal of Israeli forces, as well as long-term security arrangements in the Gaza Strip.
- Arrangements for the “day after” in the Gaza Strip, as proposed by either party.
- The declaration of a permanent ceasefire.
Release of Palestinian Terrorism Prisoners:
In exchange for the release of Israeli hostages, both living and deceased, Israel will release an agreed number of Palestinian prisoners. This process will occur concurrently with the hostage releases.
Hostage and Prisoner Information:
On the tenth day of the ceasefire, Hamas will provide full information (proof of life and medical reports/proof of death) for each remaining hostage. In return, Israel will provide full information on Palestinian prisoners detained in the Gaza Strip since October 7, as well as the number of Gazan fatalities in Israel.
Completion of Hostage Release:
Negotiations for permanent ceasefire arrangements must conclude within 60 days. Upon reaching an agreement, all remaining Israeli hostages (living and dead) from the “List of 58” provided by Israel will be released. If negotiations are not finalized within this period, the temporary ceasefire may be extended.
Recent Statements: When asked about Hamas’s response to the ceasefire outline, President Donald Trump stated, “We’ll know what happens in the next 24 hours.” Trump also mentioned normalization talks with countries in the region, noting that additional nations would like to join the Abraham Accords following his meeting with the Saudi defense minister.
Guarantees for the Agreement: The United States, Egypt, and Qatar will guarantee the 60-day ceasefire and ensure serious discussions for permanent ceasefire arrangements. They will also guarantee the continuation of serious negotiations for an additional period, if necessary, based on agreed procedures. Special Envoy Steve Whitkoff will travel to the region to finalize the agreement and lead the negotiating team. President Trump will personally announce the ceasefire agreement, with the U.S. committed to ensuring negotiations continue until a final agreement is reached.
Mediator Expresses Hope for Positive Outcome
Dr. Bishara Bahabah, a key liaison between Hamas and the U.S., indicated in a Facebook post Friday that Hamas is expected to deliver its response to the Egyptian-Qatari ceasefire proposal, which Israel has already accepted. “Residents of Gaza, with G-d’s help, Hamas will deliver its response to the Egyptian-Qatari ceasefire proposal tonight. I sincerely hope that we will hear good news tonight,” he wrote.
Bahabah’s post is significant due to his central role in discreet talks between Hamas and the American administration. He has conveyed messages from Hamas to Washington, co-authored recent proposals, and informally facilitated the release of abductee Edan Alexander.
Bahabah, a former ardent supporter of the Democratic Party, founded the “Arabs for Trump” campaign due to his perceived betrayal by the Biden administration’s handling of the Gaza conflict.
Behind the scenes, Bahabah serves as an unofficial diplomatic envoy between Razi Hamed, a member of Hamas’s political bureau, and American officials. He revealed in an interview that he was informed of Hamas’s willingness to release all hostages in exchange for a ceasefire and conveyed this message to the Americans.
