A Canadian government report released Friday reveals that Hamas and Hezbollah are engaged in widespread criminal activity across Canada to generate funding for their terror campaigns.
The 2025 Assessment of Money Laundering and Terrorist Financing Risks in Canada, published by the federal finance department, notes that “several terrorist entities listed under the criminal code in Canada,” including Hamas and Hezbollah, “have been observed by law enforcement and intelligence agencies to receive financial support originating from Canada.”
The report highlights that Hezbollah, heavily damaged by Israeli counterstrikes last year, was the second most frequently named international terror group benefiting from Canadian-based funds.
“Hezbollah remains a highly active global player in the cocaine, heroin, fentanyl and captagon trades, with trafficking networks spanning Latin America, Canada and the United States,” the report says.
It also details how Hezbollah exploits the Port of Montreal to ship both stolen luxury cars and legally purchased used vehicles abroad, sending the profits to Lebanon.
The group enjoys backing from extremist networks in Canada, including the terror organization Samidoun, which is designated by both the U.S. and Canada. Hezbollah’s flag and insignia are frequently seen at anti-Israel demonstrations across the country.
According to the report, both Hamas and Hezbollah rely on Islamic money brokers, known as hawalas, to move funds internationally.
“Hezbollah, in particular, is known to use Lebanon’s banking sector to maintain their account holdings,” the report states.
The Toronto Sun reported that Canadian government aid directed toward Gaza has been diverted to terror groups. The report cited the Palestinian Centre for Human Rights, which the U.S. sanctioned this week for assisting International Criminal Court investigations targeting Israelis.
