Trump Administration Grants ICE Access to Medicaid Data to Target Illegal Aliens

A new agreement quietly signed by federal agencies will allow Immigration and Customs Enforcement (ICE) to access the personal data of over 79 million Medicaid recipients, including names, addresses, Social Security numbers, and ethnicities, as part of an effort to locate and deport undocumented immigrants.
The agreement, signed by the Centers for Medicare and Medicaid Services (CMS) and the Department of Homeland Security (DHS), explicitly states that ICE will use this data to find the “location of aliens.” Though not publicly announced, the document was obtained by the Associated Press.
While ICE claims the move targets those ineligible for Medicaid, critics say it could sow fear and deter people, especially immigrants, from seeking emergency medical care. “They are trying to turn us into immigration agents,” a CMS staffer, speaking anonymously told Associated Press.
Federal law requires all states to provide emergency Medicaid coverage, even for illegal aliens, but full Medicaid benefits are generally off-limits to non-citizens. The Trump administration argues the data-sharing ensures benefits go only to those legally eligible.
Officials in at least 20 states are suing to stop the program, calling it a violation of health privacy laws.
Despite internal debate at CMS and legal concerns, the Department of Justice authorized the agreement to proceed. ICE will have restricted access to the database during business hours until September 9.
The move comes amid a broader push by President Donald Trump to deport 3,000 people per day and prevent states from offering Medicaid to illegal immigrants, particularly in seven Democrat-led states that expanded eligibility during the Biden administration.
