Trump Pushes Sweeping Gaza Peace Plan: Hostage Release, Ceasefire, and End of Hamas Rule

The United States believes a possible breakthrough in Gaza could be announced within days, U.S. special envoy Steve Witkoff said late Wednesday, as President Donald Trump’s administration presented a 21-point peace plan to Arab leaders on the sidelines of the U.N. General Assembly.
According to Saudi news channel Al-Hadath, the proposal outlines the release of all hostages held by Hamas terrorists, a permanent ceasefire, an end to the war, and the establishment of a civilian governing body in Gaza with the involvement of moderate Arab states and the Palestinian Authority. The plan also envisions a phased Israeli withdrawal and the entry of international aid.
A diplomatic source told Al-Hadath that Trump’s plan ensures Gaza will not be under occupation. The source emphasized that securing the release of hostages and dismantling Hamas’ rule are central to the initiative. Trump reportedly told Arab leaders that the fighting in Gaza would come to a halt within days.
Witkoff explained that Trump urged Arab states to contribute forces to Gaza and help finance the plan, which would allow unrestricted humanitarian assistance while barring Hamas from administering the territory. In exchange, Al-Hadath reported, Trump pledged to block Prime Minister Binyamin Netanyahu from annexing Yehudah and Shomron or building settlements in Gaza.
Trump has consistently demanded a comprehensive agreement to free all hostages, rejecting partial or phased deals. Despite this, Witkoff continues discussions with Qatari mediators over a step-by-step arrangement that would secure the release of 10 living hostages and half of those murdered in exchange for a 60-day ceasefire and additional negotiations.
“I am hopeful, even confident, that in the coming days there will be some kind of breakthrough in Gaza,” Witkoff told reporters. A scheduled meeting between Trump and Netanyahu next week is expected to reveal whether the president will pressure Netanyahu to accept a gradual deal.
Before Netanyahu departed for New York on Wednesday night, roughly 150 demonstrators gathered outside Ben Gurion Airport.
