US President Donald Trump is expected to announce the transition to the second phase of his Gaza peace plan within the coming weeks, Channel 12 reported Thursday, citing senior American officials familiar with the plan’s development.

The news outlet reports that Trump’s announcement could come just before Dec. 25, shortly before Prime Minister Benjamin Netanyahu is scheduled to meet him in the United States.

Officials say the US and mediators are engaging with Hamas to reach an agreement in which the terror group would relinquish its governing control over Gaza and begin disarming — key elements of the second phase that have remained unresolved since the October ceasefire.

Under the proposed arrangement, Hamas would first surrender heavy weapons, such as missiles and rockets, followed by lighter arms in a phased process. Acceptance of this plan would be a necessary step before moving forward with the second phase, including the IDF’s withdrawal beyond the current Yellow Line, the report notes.

A senior American official told Channel 12, “in the coming weeks, we will reach the moment of truth. Hamas will have to decide whether to give up its rule and begin disarming in exchange for an IDF withdrawal, or refuse and face the consequences.”

The second phase, which has yet to be formally signed by either Israel or Hamas, also outlines a Board of Peace led by Trump to supervise Gaza, along with the establishment of an International Stabilization Force to secure the Strip.

American officials say Trump will chair the board alongside roughly ten leaders from Arab and Western countries. Under this board, an international committee headed by former British Prime Minister Tony Blair, along with Trump’s envoys Jared Kushner and Steve Witkoff and other senior global figures, would operate.

Beneath this committee, a proposed body of 12–15 Palestinian technocrats — unaffiliated with Hamas or Fatah — would manage Gaza’s day-to-day governance. Some of these Palestinians are already in Gaza, while others would join from abroad. The US is reportedly finalizing the roster in coordination with Israel, the Palestinian Authority, and Arab states to ensure consensus.
