Ukrainian officials cautioned on Saturday that Israelis might be denied entry to Uman during the ucoming Yamim Noraim, as tensions between Kyiv and Jerusalem continue to rise.
The warning follows Ukrainian frustration over Prime Minister Binyamin Netanyahu’s decision not to call Ukrainian leaders on their Independence Day last week, a gesture Kyiv considered an important diplomatic sign of support.
A senior Ukrainian official told The Jerusalem Post: “We demand financial support and assistance from the Israeli police on this matter.”
While disputes over this issue have occurred before, they were usually resolved through negotiations.
Israel has already announced it will permit Charedim who have avoided military service to fly to Uman and other destinations for annual pilgrimages beginning on September 22.
Deputy Attorney-General Gil Limon, however, pushed back on Friday, stating that young Charedi men of enlistment age should not be allowed to travel abroad for Rosh Hashanah.
Limon stressed that the government does not have the authority to create a program that would obstruct law enforcement, particularly in relation to allowing draft evaders to leave the country.
In a letter to two attorneys representing petitioners to the High Court, Limon wrote that the Attorney-General’s Office had not yet been presented with details of the government’s plan.
Nonetheless, he emphasized: “A plan with the purpose of avoiding exercising law enforcement against draftees who do not enlist and who violate their obligations under the Security Service Law… is contrary to the law. Such avoidance contradicts the state’s obligation to enforce the draft in an equitable manner.”
Rabbi Nosson Ben-Nun, chairman of the Breslov Union, sharply criticized the deputy attorney-general’s position, expressing hope that a resolution will soon be found.
“We regret that the attorney-general found the time to prevent Breslov hassidim from fulfilling their religious obligation to come to Uman for Rosh Hashanah,” Ben-Nun told JDN.
He added: “Rebbe Nachman, the spiritual founder of Breslov Chasidus, whose grave in Uman is the main pilgrimage site in the city, said that Rosh Hashanah surpasses everything, and we are prepared in Uman for the arrival of the rabbanim. We hope that a solution will be found soon so that yeshiva students will also be able to fly to Uman without fear of departure delays or threats of arrest.”
